ARTICLE 9. - CITIZENS ADVISORY COMMITTEE

Sec. 2-2.901. - Purpose.
This Article recognizes the Citizens Advisory Committee ("Committee") as an independent and non-City affiliated organization and requests the Committee to provide services to the City in reference to overseeing the spending of special tax money.

Sec. 2-2.902. - Scope.
The Council may request the Committee to review the receipt and expenditure of special tax proceeds and to provide the Council with a report concerning such receipts and expenditures in compliance with state and local laws, including the ballot measures for special taxes approved by the voters of the City.

Sec. 2-2.903. - Appointment/Function.
The Committee is an independent organization made up of local concerned citizens. It is recommended that they select their committee members in a fair and democratic manner. The Committee is requested to inform the City Council of its membership and describe how the members were selected. If the Council deems it appropriate, the Council may, in its sole discretion, formally request the Committee to assist City staff to commence the work as follows:
(a)
Oversee the expenditures of voter approved special tax funds;
(b)
Give recommendations to the Council in reference to special tax projects;
(c)
Assist City staff when dealing with special tax projects, but only after a formal request from the Council;
(d)
Assist with public education about the special tax; and
(e)
Audit special tax funds
